1. Energy Efficiency Programs

S.137 created a statewide energy efficiency program that will reduce our demand for power, reduce pollution, and save Vermonters hundreds of millions of dollars on their utility bills.

After a bill is voted out of committee to the floor, it must gain a majority on two separate days to pass a chamber in the legislature.

1a. Shall the bill pass the first full floor vote? Yes was the correct vote. It passed 25-5.

1b. Shall the bill pass the Senate? Yes was the correct vote. It passed 20-1. S.137 passed the House and was enacted into law.

2. Commercial Building Energy Efficiency Construction Code.

S.244 proposed to create a uniform commercial construction building energy code that would ensure new commercial buildings do not waste energy.

Yes was the correct vote. It passed the Senate 19-10. S.137 died in the House Natural Resources Committee.

3. Local Control of Ridgeline and Mountaintop Development.

S.319 proposed granting municipalities authority to establish ridgeline and mountaintop development zoning ordinances.

Yes was the correct vote. It passed the Senate 19-9. The bill died in the House Local Government Committee.

4. Encouraging Downtown Revitalization and Development

H.408 proposed a number of improvements to the Downtown Development Program, which was created in 1998 to encourage growth in our traditional town centers as a way to combat suburban sprawl.
Yes was the correct vote. It passed the Senate 21-8. The bill died on the House floor and was not enacted into law.
